Step-by-Step Application Process

Follow these steps in order. Each step is critical - skip none.

Visit Parivahan Sarathi Portal

Go to https://parivahan.gov.in/sarathiservice. Choose your state from dropdown. The system redirects to state-specific portal (most states integrated).

Click "Apply for Learner License"

On homepage, click "Apply for Learner License". Read instructions. Click "Continue" to start.

Choose Vehicle Category

Select category: MCWG (Motor Cycle With Gear), MCWOG (without gear, scooter), LMV (Light Motor Vehicle - cars), HMV (Heavy), Transport Vehicle. Most personal: MCWG + LMV.

Fill LL Application (Form 2)

Personal details, address, blood group, organ donor preference (encouraged). Vehicle category selection. Aadhaar verification preferred (auto-fills details).

Upload Documents and Photos

Upload: photo (recent passport size, white background), signature, age proof, address proof. PDF/JPG, max 2 MB. Self-attestation not needed for online.

Pay Fee and Book LL Test

₹150 fee for LL via online payment. Choose RTO and slot for LL theory test (15-question MCQ on traffic signs and rules). Book 15-30 days ahead.

Take LL Theory Test

Visit RTO on appointed time. 15-question test on computer. Pass if 9+ correct. Otherwise retake after 7 days. Easy with traffic rules study (Parivahan has practice questions).

Receive Learner License

On passing LL test, receive LL certificate (digital + physical). Valid for 6 months from issue. Use for learning under supervision (display L plate).

Wait 30 Days, Then Apply for DL

After receiving LL, wait minimum 30 days before applying for permanent DL. Use this time for actual driving practice. After 30 days but within 6 months, apply for DL.

Apply for Driving License

On Parivahan portal, click "Apply for Driving License". LL number linked. Fill Form 4. Upload LL copy. Pay DL fee ₹200 (basic) or ₹716 (smart card with chip).

Book DL Practical Test

Schedule appointment at RTO for road test. Bring own vehicle (recommended) - your driving school can provide. Test on actual roads or RTO ground.

Pass DL Road Test

Show driving skills: starting, gear changes, parking, reversing, emergency braking, signaling, lane changes. Test takes 15-30 mins. Pass = DL approved. Fail = retake after 7 days.

Receive DL

After passing, biometric capture at RTO. DL printed and dispatched in 15-20 days. Smart card DL with chip standard now. Validity 20 years for non-commercial, 3 years commercial.
